Job description
This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. You will assist the Procuring Contracting Officer (PCO) by providing business advice to the customer and formulating acquisition strategies from requirements definition through the life of the system. You will perform all pre-award and post-award functions, using a wide range of complex contracting methods and complex and hybrid contract types (e.g. Cost-Plus mixed with Fixed-Price, Firm Fixed-Price, Fixed-Price Incentive, etc.) You will research, interpret, analyze, and apply Federal, DoD and Department of the Navy guidelines, including the Federal Acquisition Regulation (FAR) and its supplements, business and industry practices. You will develop objectives and strategies for the acquisition in terms of competition and price range. You will prepare determinations and findings, solicitation documents, and the contractual vehicle. Manages the evaluation process and analyzes contractor proposals, comparing previous history, and actual expenditures (earned value management). You will perform contract administration, to include a wide variety of contract modifications ranging from funding actions to highly complex major scope changes, which require performance of advanced cost analysis.
