Job description

This position serves as the Senior Secure Facility Operations Specialist and technical authority for the design, construction, and accreditation of Sensitive Compartmented Information Facilities, Special Access Program Facilities, and highly classified workspaces. The incumbent manages complex projects, specializing in technical integrations for shielding and countermeasures. They ensure all facilities comply with Intelligence Community Directives and Department of War standards.

Incumbents typical work assignments may include the following: Manages a portfolio of leased and government-owned buildings, holding full responsibility for all building management functions, including operations, maintenance, and tenant services for facilities totaling over 6.2 million square feet. Plans and executes major alteration and renovation projects, such as HVAC replacements and structural renovations, by maintaining contact with local municipalities for permitting, coordinating relocations, and ensuring tenant needs are met. Monitors a variety of service contracts (e.g., Firm Fixed Price, IDIQ) to ensure administrative and funding requirements are met, develops acquisition strategies, and serves as a Contracting Officer's Representative (COR) for the assigned portfolio. Serves as a subject matter expert by performing routine and unscheduled inspections to ensure lessor compliance and tenant safety, resolving building deficiencies, and developing policies and standards for building operations. Acts as the primary liaison between building occupants, the lessor, and the General Services Administration (GSA), addressing and resolving issues related to space utilization, environmental controls, physical security, and maintenance.
