Job description

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base Facilities and Major Range and Test Facilities Base to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located at Dugway Proving Ground, Utah.

Serves as a senior civil engineer responsible for multiple ongoing interdependent projects as well as complex independent programs. Provides expert engineer advisory service to the Commander, Garrison Manager, and serviced organizations. Briefs Senior Staff on complex engineering decisions, guides and advises on courses-of-actions and corresponding mission impacts and on the status of program execution. Oversees, mentors, and provides technical assistance to other civil engineers/engineering technicians and civilian personnel of diverse specialty disciplines in solving difficult technical problems to ensure quality output and products. Inspects and monitors contractor performance to ensure technical proficiency and compliance with the technical terms of the contract(s). Conducts contractor and project surveillance to include audits of on-going work, compliance with contract documentation including drawings and specifications, and verifies life, health, and safety conformity. Utilizes engineering principles and practices to analyze and design complex facilities and to resolve multifaceted and diverse problems Develops the Scopes of Work, and Independent Government Cost Estimates to satisfy the customer’s needs. Attends conferences and serves as an expert in the field of civil engineering design and construction and contracting methods and facility support requirements.
