Job description
The Facility Operations Specialist serves as the Facility Manager who exercises supervisory authorities and responsibilities involving work assignments and reviews, as well as the administrative personnel management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performances management system. Observes worker's performance; demonstrates and conducts work performance critiques.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Duties to include but not limited to the following: Serves as the Facility Manager as the point of contact relating to day to day operations, maintenance and repair of all buildings, grounds and mechanical equipment housing medical, dental and other activities to the Assistant and Chief of Engineering. Assists with the implementation for standardized procedures for operations and maintenance programs initiating and conducting operational and maintenance reviews to ensure recurring maintenance and needed repairs are performed in a timely manner while interacting with all maintenance personnel and contractors to ensure electrical, mechanical and structural maintenance is performed. Annually develops comprehensive program of facility maintenance and repair for assigned facilities and long range facilities M&O master plan and accompanying support agreement. Establishes the priority of maintenance and repair and improvement of buildings while modifying plans as required to respond to changing and unpredictable demands for service and the need for unscheduled maintenance due to worn and over taxed facilities. Supervises the Maintenance and Operations Section of Engineering service Develops and reviews contract plans and specification for projects, development of short and long range plan, of annual non-recurring maintenance Minor Construction program submissions, of five year facility plan and five year energy management plan, providing technical professional engineering support to to M&O of engineering. Establishes guidelines and performance expectations for staff by communicating through the formal employee performance management system while observing worker's performance; demonstrating and conducting work performance critiques; providing informal feedback and periodically evaluating employee performance; resolving informal complaints and grievances; developing work improvement plans and recommending personnel actions as necessary. Evaluates the condition of all facility components, plants, buildings and on-going repairs; ensuring complete compliance with the Joint Commission on Accreditation of Healthcare Organizing Standards Writes or reviews specification for Maintenance & Repair of facilities to include the description of materials and work methods to be followed; determining the priority of work to be accomplished, advising maintenance personnel on the required repairs and supervising the work being performed to include inspection and acceptance of completed work. Acts as the contracting officer technical representative for construction or repair projects, reviewing and approving drawings and estimates for materials and labor, at the same time inspecting contractual performance of new construction, alterations and improvements and certifies approval for payments. Evaluates the total budgetary requirements to support the assigned facilities operations, maintenance and repair plans Monitors budget expenditures in order to make recommendations as appropriate and to be prepared to shift resources that may be needed to fund unforeseen emergencies. Prepares timely narrative budget justification for the Assistant and Chief of Engineer's review and submission to the governing body using logistical financial programs related to material and equipment purchases. Prepares a management economic review of M&R related construction projects to determine costs and cost savings. Ensures documentation, repairs, operation and maintenance meets hospital and engineering standards with JCAHO standards and other regulatory agencies. Thorough and comprehensive professional knowledge of physical and engineering sciences to review individual service orders, work requests, scope of work justification and cost estimates and to establish operation and maintenance and repairs. Plans work to be accomplished by subordinates, setting priorities and scheduling its completions while assigning work based on priorities and selective considerations of difficulty of assignments and capabilities of the employees. Conducts functional space and layout studies relating to current and projected space needs of activities planned for occupancy in new buildings to be constructed or major renovation projects of existing buildings.
