Job description
The position serves as the National Lead Health System Specialist (HSS) for the Veterans Health Administration's National Center for Ethics in Health Care (NCEHC) and reports to the Director of Operations. NCEHC is responsible for addressing the complex ethical issues that arise in healthcare across the VHA, including those ethical issues relating to clinical ethics, organizational ethics, organizational policy, and research ethics.
The duties of the position include, but are not limited to: Serving as a subject matter expert for all administrative functions to include the analysis of nation-wide data, gap analysis, Action Officer/correspondence, timekeeping, recruitment, onboarding, purchasing, travel, payroll, and contracting functions. Training, coaching, mentoring and task delegation for Health System Specialists with NCEHC. Reviewing outgoing expenditures and reconciles with account balances. Developing and preparing internal instructions, guidelines, etc. concerning NCEHC operations. Recommending required policy changes and procedural adjustments to meet Program Office goals. Collecting documentation for the Internal Controls Assessment and works with the Director of Operations to track program office risks and mitigations. Coordinating all travel and conference planning efforts. Managing, updating, and creating new forms within the NCEHC LEAF platform. Studying, analyzing, and developing methods to improve the accuracy, adequacy, and timeliness of information and systems involved in the dissemination of national program office goals to field ethics champions. Designing, implementing, and assessing systems to capture field contacts for the VHA-wide health care ethics program. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Telework eligibility will be discussed during the interview process. Virtual: This is not a virtual position. Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer.
