Job description

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position Engineering Division, Design Branch of the Directorate of Public Works (DPW), supporting the scoping, development and construction of new construction and facilities or infrastructure repair projects located on Fort Wainwright, Alaska.

Preparing scopes of work for facility repairs and new construction, with a focus on demolition, hazardous materials abatement, remediation of environmental hazards, investigations, and surveys. Assessing existing facilities, provides recommendations for sampling and analysis to determine the extent of abatement, waste disposal, and regulatory compliance required. Serving as the technical subject matter expert within the Engineering Division, the incumbent provides authoritative guidance on environmental and hazardous materials issues. Review and advise on contractor-proposed abatement plans, including those for asbestos, lead, PCBs, POLs, and PFAS, as well as sampling and analysis plans, ensuring the appropriateness of proposed tests, methods, and procedures. During construction, the incumbent supports projects in coordination with the Environmental Division, tracking compliance with environmental requirements, and overseeing construction-related environmental protection measures. Provides oversight and field surveillance of contractor sampling and screening procedures to ensure compliance with contract documents, UFP-QAPP, approved sampling and analysis plans, and regulatory requirements.
