Job description
You will serve as a MARITIME OPERATIONS CENTER TRAINING PROGRAM MANAGER on the MOC TRAINING TEAM in the TRAINING, EXERCISES & WARGAMING DEPARTMENT of the NAVY WARFARE DEVELOPMENT CENTER.
You will make decisions on resource allocations for the MOC Training and Exercise (TET) that impact Navy mission performance in support of CCDR requirements and CNO guidance and policy. You will make policy recommendations through the chain of command to Commander, USFFC on the implementation of the Navy Operational Level (OL) training and exercise program. You will manage/direct the design, development and institutionalization of a formal Navy MOC training and exercise continuum to enhance advanced maritime warfighting skills and procedures at all Navy MOCs. You will manage/direct the design, development and institutionalization of a Navy-wide Fleet exercise and training continuum to better integrate Navy task force level staffs with MOC staffs in a complex maritime exercise and training environment. You will manage and direct the development of a Navy-wide Fleet exercise and training program to enhance the readiness of the fleet to execute Distributed Maritime Operations. You will provide government leadership, oversight and interface with supported MOCs and their respective CCMDs for maritime requirements in OL exercises and training. You will provide direct technical and administrative supervision over at least (2) GS-0301-14 GS civilian supervisory employees and indirect supervision of (14) MOC Training Team GS-14 employees, (4) NT-6 civilians and (45) contractors. You will assist/review work for attainment of desired results, adjusts staffing levels or work procedures to accommodate resource decisions, approve and/or deny leave, set performance standards, and evaluates work performance. You will recommend awards/bonuses, interview candidates for positions and recommends personnel actions such as appointments, promotions, reassignments, etc. You will hear and resolve complaints, conduct minor disciplinary measures and refer more serious, unresolved complaints to higher levels. You will identify developmental and training needs and find eliminate and/or reduces significant bottlenecks to process improvement, promoting team building and improving business practices.
