Job description

This Tier 2 position will serve as the Office of Civilian Human Resources Director, Human Resources Operations for the Department of the Navy (DON). The position resides in the Office of Civilian Human Resources (OCHR), reports to the Deputy Assistant Secretary of the Navy (Civilian Personnel) (DASN CP).

You will oversee and direct the technical and administrative operations of the OCHR Operations Centers, exercising delegated authority to appoint civilian employees, authorize personnel actions, and optimize workforce competency and balance. You will formulate and execute a department-wide customer engagement strategy, establishing strategic partnerships and coalitions, and utilizing optimized communication methods to dramatically improve interaction quality and response times. You will ensure continuous evaluation of HR operations by developing and implementing business analytics and metrics to evaluate service delivery effectiveness and maintain cost-efficiency. You will ensure business analytics and best practices are used to accomplish the mission and engage customers fully by utilizing Manpower, Analytics, and Human Resources Systems (MAHRS) analyses to direct ongoing reviews of DON HR production metrics. You will drive positive organizational change by actively participating in the decision-making, testing, implementation, and overall evaluation of all DON HR policy, technology-driven initiatives, and program enhancements.
