Job description

The Incumbent is a vital member of the project team, which is charged with the responsibility of implementing, processing and ongoing management of the VISN 10 Managerial Cost Accounting (MCA) program, organized under the Veterans Health Administration (VHA). Incumbent provides analysis ofprograms, business and financial data to support organizational decision making as well as other analytical functions and performs cost analysis using automated systems to retrieve data from various databases.

Duties may include, but are not limited to: General Responsibilities Performs system tests and validation processes to ensure that the system is properly functioning after each programming change. Makes recommendations to the VISN 10 MCA Reporting Team in the design of report formats based on discussions with Management, Service Chiefs, other Sr. Analyst in the VISN or at the Medical Center, Supervisors and staff. Incumbent provides education to hospital employees and other VA personnel on the system data requirements and use of the data generated. This can be done via Skype, phone, email, one on one or in-service training. The Incumbent will work with VACO, VISN 10, Medical Center Leadership and vendor staff to implement changes based on National and local requirements and maintain the DSS system for VISN 10. Conducts studies based on program goals established by higher levels, current healthcare programbusiness initiatives, pilot project assignments, or other requirements identified by the supervisor. The incumbent supports the VISN MCA team in meeting all MCA national performance measures,medical center and VISN-level goals. Incumbent analyzes the existing automated and manual systems to determine the type of accountinginformation available. Prepares and gives oral presentations on the project's objectives and status to Medical Center and VISN10 personnel. Utilizes software packages such as Word, Excel, Access, SQL and communications packages efficiently. Resource Utilization Identifies when technical support is required and ensures that support is received. Coordinates updates and changes to hardware systems. Responsible for ensuring that local MCA records and files are adequately maintained and archived. Responsible for coordination of implementation, maintenance and training on any MCA related tool orsystem at the medical center. Maintains and modifies the MCA program in order to reflect any changes in the hospital functions or in the Department of Veterans Affairs automated systems or policy. Audits input data, i.e. source documents, in order to validate the raw data. Analyzes cost and utilization trends to identify problem areas, provide objective assessment and prioritize and recommend appropriate actions and alternatives. Prepares monthly and quarterly VISN cost summary reports which are submitted to executive leadership for review and decision support. The incumbent processes and audits data in the MCA system as assigned by the MCA Operations Manager. Establishes and maintains liaison with VISN MCA Operations Manager, Directors, Chief of Staffs, Associate Directors, service line executives and other managers at all levels of the VA to support the use of MCA data for decision-making.
