Job description
Financial Resources Management Service (FRMS) is hiring a Program Specialist. FRMS provides an integrated system of Financial, Administrative, Supply, and Business Office services contributing to effective management control over the San Diego Healthcare System operations.
Duties Include: Administrative management Conducts research to provide accurate advice on procedures, reports, requirements, and other matters necessary to implement the director's policies, directives and instructions Develops programs to ensure that quality provisions are planned, developed and implemented to identify areas for financial improvement Reviews new applications for access to VA systems, providing forms and obtaining signatures/concurrences based on the Functional Task Code requested Investigates and troubleshoots computer software and hardware issues Provides individual computer and application training to FRMS users in a variety of software programs including Outlook, Microsoft Word, Excel, Access, VistA,as required Downloads Paid files and financial records from the CDW to the file server for use by the budget staff and other facility users Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems Develop and maintain relational databases as a quality improvement tool that ensures the standardization of procedures and format for all quarterly quality reviews Maintain and monitor all audit results, verifying the accomplishment of all recommended corrective actions within specified time constraints Administers the service's training program ensuring the staff meets or exceeds all mandated training goals Administers the facility's Standard Obligation Program for Financial Services Center (FSC). Creates and monitors 1358's applicable to this task Schedules and coordinates quarterly service training sessions and staff meetings Disseminates service-wide training information through a variety of means, such as newsletters, meetings, etc. to keep staff informed of training requirements and resources Serves as the designated FRMS Safety Training Coordinator and Service Training Coordinator Provides various statistical data used to compile and submit the Annual Service Self Assessment of the Service Safety Program Monitors the service travel/training budget and advises the service director on fund shortages and recommendations regarding funding Other duties as assigned Work Schedule: Monday through Friday, 0800-1630 PST Virtual: This is not a virtual position.
