Rulings Technician

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Trade, Regulations and Rulings, National Commodity Specialist Division, Customs Information Exchange Branch located in New York, NY. As a Rulings Technician in the National Commodity Specialist Division (NCSD) you will provide operational, automated technical assistance and administrative support while assisting internal and external stakeholders related to the importation of commodities and international trade programs and agreements to members of the public who need assistance or information. This position starts at a salary of $72,737.00 (GS-, Step 1) to $94,563.00 (GS-, Step 10) GS Salary: Visit this link to view the locality pay tables by geographic area. Major duties for this position include but are not limited to: Reviewing, assigning, updating, maintaining, and distributing all hard copy and electronic requests, which may also include samples that are received from stakeholders within the international trade community for proper assignment of rulings to the National Import Specialist. Utilizing CROSS (Customs Rulings Online Search System) to preliminarily determine the applicable HTS (Harmonized Tariff Schedule) number that an importer is requesting the ruling on, when not provided. Receiving deliveries of binding ruling requests, along with accompanying samples, and reviewing the contents to input into our Regulations and Rulings Tracking System, the rulings case management system. Coordinating interoffice deliveries to provide for prompt delivery of the samples. Rulings Technicians also have to destroy the samples that the importer does not want returned. Utilizing the Regulations and Rulings Tracking System throughout the lifecycle of a binding ruling to generate, run and analyze system reports to perform quality control functions on submitted rulings.
