Job description

This position is located in the Office of Ethics (OE), Office of Science Management and Operations (OSMO), Office of the Director (OD), National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), Department of Health and Human Services (DHHS).

Manage and is responsible for the day-to-day operational activities of the Ethics office including a budget of approximately $10,000 and a full-time staff of approximately 10 and up to 2 support contractors. Plan, develop, manage and evaluate program procedures and methodologies to improve the effectiveness, quality and management of the operations of the Office which oversees the Institute’s ethics program. Formulate, plan, and execute the ethics and standards of conduct programs for the Institute, implementing the Ethics in Government Act of 1978 as well as regulations promulgated by the Office of Government Ethics (OGE) for the executive branch. Provide direction and leadership in the development of NIAID ethics policies and procedures, dealing with extremely difficult legal questions and the interpretation of government-wide and agency statutes, rules and regulations. Interface with senior NIAID staff to ensure that Office objectives and policies are compatible with Institute needs, goals, and policies; continually exploring and monitoring internal and external activities that may have ethical implications.
