Supervisory Financial Resource Analyst

The Cybersecurity and Infrastructure Security Agency (CISA) is the Nation's risk advisor, working with partners to defend against today's threats and collaborating with industry to build a more secure and resilient infrastructure for the future.

Typical work assignments include, but are not limited to: Ensuring timely performance of satisfactory volumes and quality of work, acceptance, amendment, or rejection of work and ensures priorities are set for accomplishment of work. Giving advice, counsel, or instruction to employees on both work and administrative matters, while effectively resolving complaints from employees and referring more serious unresolved complaints to higher leadership. Identifying developmental and training needs of employees, providing or arranging for needed development and training, while finding ways to improve production or increase the quality of work directed. Leading/Supervising the team by directing, implementing, and coordinating a variety of fiscal policies and audits impacting CISA financial activities or operations. Providing financial advice and assistance in the analysis of financial programs for complex business events and new types of FDIC business events to ensure complete and accurate reporting. Planning, scheduling and carrying out major projects concerned with the analysis and evaluation of programs, and exercising discretion and judgment in determining whether to broaden or narrow the scope of projects. Maintaining a system of internal controls to ensure the integrity of data contained in the financial information and processing systems. Managing and/or performing financial reconciliations and other fiscal analyses common to federal agencies including reconciliation of financial and procurement system transactions, research, and resolution of outstanding travel and purchase card account balances, validation/verification of unliquidated obligations, and evaluations of fee revenue/expenses stemming from agency operations. Ensuring CISA meets federal regulations, congressional mandates, and administrative policies related to financial management processes, including financial reports, financial policy, travel, internal control audit remediation, purchase cards, financial systems, and financial operations. Providing expert advice and knowledge on policies and procedures that focus on travel/conference planning, purchase/travel cards, payment management, and/or commitments and obligations management. Ensuring all financial operations, processes, and systems are managed, documented and controlled. Having detailed knowledge in developing justification for financial policy, providing senior level agency coordination of financial management issues such as the appropriate accounting to treat cross lines of business financial transactions within operational divisions. Maintaining the integrity and efficiency of CISA's financial management systems and accessing the conformance to GAO and OMB standards, which includes core financial management systems, procurement management systems, travel and invoice systems. Oversight of financial system business processes and analysis of business requirements related to appropriate changes to the financial system. Evaluating, and/or monitoring agency financial management software, enough to recommend enhancements, and/or improvements tot he financial information systems.
