Job description

This position is located in the Office of Grants Management (OGM), Office of the Deputy Chairman for Management & Budget, National Endowment for the Arts (NEA). The incumbent serves as the Supervisory Final Reports Officer, providing senior-level leadership, oversight, and technical authority for the Agency's final report review and award closeout functions.

In this position, you will serve as Supervisory Grants Management Specialist. Typical work assignments include: Directing agencywide final report review and awarding closeout operations for grants and cooperative agreements across all program disciplines. Reviewing and approving complex or high-risk final report determinations, amendments, payment actions, and closeout decisions for regulatory and financial compliance. Developing and maintaining policies, procedures, internal controls, and guidance governing final reporting, award closeout, payments, and amendments. Supervising Final Reports staff by assigning work, setting priorities and performance expectations, evaluating performance, and supporting employee development. Overseeing delinquency management, enforcement actions, and corrective strategies for late, deficient, or noncompliant final reports. Improving workflows, tools, and electronic processes to strengthen efficiency, data quality, compliance tracking, and transparency. Advising senior leadership and coordinating with legal counsel, auditors, oversight officials, and federal partners on complex reporting, closeout, and compliance matters.
