Job description
This position is assigned to the Nonappropriated Fund (NAF) Human Resources (HR) Branch (N9H); Commander, Navy Installations Command; Millington, TN. Incumbent serves as a Supervisory HR Specialist, supporting one or more Navy-wide Fleet and Family Readiness Programs (N9). Responsibilities include recruitment and placement, performance management, classification, policy guidance and policy adherence.

Duties include but are not limited to: Serves as an HR technical expert, troubleshooter, and Subject Matter Expert providing program assistance, advisory, and consultation services to management and program officials on complex, interrelated issues and programs with substantial scope and impact to program operations. Performs all required recruiting duties including complex position analysis to determine position and skill requirements, recruiting resources, areas of consideration, and short/long-term needs. Develops and executes recruiting plans and strategies in support of organizational staffing objectives to deliver suitable job candidates. Develops and tracks goals for the recruiting and hiring process. Evaluates and monitors extensive recruitment data and trends for CNIC using automated talent acquisition platforms and other data sources. Assists with management of CNIC's talent acquisition recruitment platform, providing technical advice on platform administration throughout the enterprise. Provides technical SME support and troubleshooting to users on system workflows; coordinates with the Recruitment & Placement/Classification Section Head to resolve complex system requirements, issues, and updates as required. Provides administrative and supervision (including hiring, discipline, evaluation, and training) for the segment of the NAF HR team, NF-0201-04 that falls under area of responsibility. Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities. Ensures staff receive proper training to fulfill requirements of their positions.
