Job description
This position is located in the Department of Homeland Security (DHS), Office of the Under Secretary for Intelligence and Analysis (I&A). The primary purpose of this position is to provide executive oversight and strategic leadership for CAPMO, managing controlled access programs across DHS. The role supports the Department's mission to protect the Homeland by ensuring compliance with legal, regulatory, and security requirements. Non-BU: This is a non-bargaining unit position.
As a Supervisory Intelligence Operations Specialist (DHS Primary Control Officer), GS-0132-15, your typical work assignments may include: Plans, organizes, and directs the activities of the Controlled Access Program Management Office (CAPMO), ensuring compliance with applicable legal and regulatory requirements while overseeing the administration and management of highly complex, sensitive, and large-scale intelligence programs supporting DHS Headquarters and Components while serving as the principal DHS representative and subject matter expert on Controlled Access Programs, engaging with senior leadership across DHS, the Intelligence Community, and other federal agencies, and provides expert guidance and oversight for identifying, accessing, and disseminating special program intelligence information to DHS customers. Directs the allocation and management of significant resources, including personnel, budget, equipment, and infrastructure, to ensure the success of CAPMO programs. Exercises full supervisory authority over subordinate supervisors, team leads, and staff, including GS-13/14 personnel. Establishes and maintains robust risk management frameworks to safeguard classified and sensitive information, and designs and oversees enterprise-wide systems for capturing and analyzing performance metrics related to CAPMO operations. Maintains continuous liaison with senior officials in the IC, other federal agencies, and DHS offices to ensure coordinated planning and integration of controlled access programs.
