This position is located in the Office of Small Business, Guaranteed Lending Division. The Guaranteed Lending Division is responsible for managing and administering EXIM's Working Capital Guarantee Program, Supply Chain Financing Guarantee Program, and Medium-Term Guarantee Program. These programs primarily support small and medium-sized U.S. exporters that are currently exporting, or have the potential to export, but lack sufficient access to private-sector financing. The incumbent serves as the Vice President of Guaranteed Lending and reports directly to the Senior Vice President, Office of Small Business. The Vice President has overall responsibility for leadership, strategic direction, and operational oversight of EXIM's guaranteed lending programs, including underwriting, portfolio management, delegated authority, lender engagement, and risk management. Duties include, but are not limited to: Provides executive leadership and strategic direction to subordinate managers and professional staff responsible for the review, processing, and administration of guaranteed loan applications. Establishes expectations and monitors supervisory practices to promote balanced workloads, maintain quality standards, and support the effective execution of Division priorities. Oversees the assignment of work across subordinate units, ensuring that case complexity is appropriately aligned with staff expertise, specialization, and developmental needs. Establishes and advances strategic priorities for lender recruitment, program outreach, and stakeholder engagement to expand effective utilization of EXIM's guaranteed lending authorities. Provides leadership and direction for the design, development, and delivery of comprehensive training programs, technical assistance, and authoritative policy guidance for participants in designated programs. Provides oversight of pricing strategy and fee design, balancing risk management, policy priorities, portfolio performance, and market dynamics to safeguard the Bank's financial integrity and mission effectiveness. Provides strategic leadership for Guaranteed Lending by steering its participation in agency-wide planning, policy formulation, and modernization initiatives, driving reforms that strengthen operational effectiveness and future-readiness.
