Job description

The supervisory Medical Administrative Program Specialist functionally serves as the Assistant Chief and is aligned under the Community Care Service Chief. The incumbent is a service level manager at the Amarillo VA Health Care System (AVAHCS), which is composed of a level II care facility serving veterans in Amarillo, Texas and four Community Based Outpatient clinics in the panhandle of Texas and eastern New Mexico.

Supervisory Responsibilities Provides supervision at first and second levels for employees responsible for financial and administrative work in support of the facility community care office. Discusses, investigates and responds to employee grievances to resolve conflicts. Employee represents management at labor management meetings, provides information, and resolves conflicts and/or issues that may arise and assures management officials are familiar with the negotiated agreement. Budget Guidance and Administration Provision and oversight of the community care annual budget, which includes budget formulation, justification, and execution; financial management; and financial reporting. Develops the need for and maintains an awareness of available resources, and makes recommendations, in collaboration with the Chief VACC, Chief Fiscal Officer and with senior leadership to ensure appropriate uses of Non-VA Community Care funding, including the needs, distribution, or 2 redistribution of these resources. Reviews budget estimates submitted, analyzes program plans and information, and identifies need for changes. Responsible for preparation of justification. Prepares presentation materials for budget submission to the Medical Center budget committee and participates in budget presentation. Program Administration Plays a vital role in developing and coordinating internal review systems to assure that both clinical and administrative activities follow agency and accrediting and regulatory requirements. Provides for full administration of reporting, evaluation, and community care requirements associated with the accreditation of the organization. Establishes procedures to meet unusual or unique standards assuring services provided meet nationally accepted standards, are at least equal to those available in the community and are maximally cost effective. Responsibility for provider relationship development and maintenance as they pertain to VACC care and including meeting with potential providers/vendors, initiating and assisting in provision of service negotiations, and ascertaining services and assuring payment processing. Direction/Long-Range Planning Incumbent is a primary resource to these offices for projects and administrative and clinical mandates related Non-VA Community Care Services and is also expected to work on other related projects whenever appropriate. Responsibilities include fact-finding and analysis of data (financial, cost, etc..) and preparation of managerial problems assigned to the incumbent for review. Incumbent identifies areas of concern independently, as a result of thorough analyses, and presents these to management with recommendations for resolution. Develops both long and short-range policies and plans for Community Care by coordinating the medical administration needs of the facility community care office for the Medical Center. Provides planning direction for the office. Quality/Productivity Goals Establishes performance standards for quality and productivity. Directs program implementation. Directs quality and productivity programs for the Division. Conducts surveys and reviews to ensure that optimal patient care is being provided and that Medical Center resources are being appropriately and fully utilized, as requested by leadership. Work Schedule: Monday - Friday, 7:00am - 3:30pm or 7:30am - 4:00pm or 8:00am - 4:30pm Telework: This position may be authorized for ad-hoc telework.
