This vacancy is for a Supervisory Program Manager (Chief Technology Officer) is in the Office of Finance and Management Services, Economic Development Administration within the Department of Commerce.

As a Supervisory Program Manager, you will perform the following duties: Managing and administering enterprise-wide digital transformation activities which result in shifting customer, stakeholder, and employee behaviors towards bureau technology strategies that enhance EDA customer interaction. Leading a team that develops and implements strategies, technology improvements, and data analytics that focus on customer service delivery. Advising the CFO and senior bureau leadership as the lead resource for interpreting, communicating, and troubleshooting operational technology issues and decisions. Relating to the organization's needs, uses, and replenishment of technology to strategic and policy guidelines. Directing the development of and maintaining a defined strategy with clear objectives to guide the digital transformation of program operations and business functions. Developing aspects of the organization's strategy to ensure alignment between technology and business goals/processes, merging recommended technologies with the strategic business objectives of the organization. Serving as a resource to identify, procure and implement new technologies that yield advantages. Managing the integration of digital technologies, such as social, mobile, analytics and cloud, in the service of transforming program business operations. Assisting in setting up and implementing guidelines for the structural program management of the agency's IT infrastructure. Coordinating and managing activities that carry out the process of innovation and change management. Reengineering business processes and overseeing post-implementation improvement efforts lo enhance performance and provide increased functionality. Assisting to ensure that all telecommunications and technology is functioning for optimal workforce productivity. Working with both internal and external clients to maintain relationships and achieve objectives while keeping the interests of the organization a priority. Coordinating and developing written policies and procedures for acquisition, development, and implementation of new technologies and modification of existing systems in support of the Bureau's enterprise architecture. Interpreting and translating applicable Federal laws, regulations, policies, and guidance to address agency-specific needs and in tum ensure that such is communicated agency-wide. Analyzing, evaluating, and recommending to senior leadership the continuation or termination or projects under development at key milestones or when they fail to meet performance, cost, or schedule criteria.
