Job description

This position is being filled under a stream-lined hiring authority, Title 21 of the United States Code (21 US Code 379d-3a) as amended by the 21st Century Cures Act of 2016, section 3072 and the Consolidated Appropriations Act of 2023, Section 3624. The candidate selected for this position will serve under a career or career-conditional appointment and be paid under the provisions of this authority. This position is being recruited based on the Title 21 Pay Table 7, Band E (GS-15 equivalent).

Serves as the Staff Director for the Special Operations Staff, providing authoritative expertise in national security and directing the day-to-day operational support for the planning, coordination, and execution of strategic security initiatives and operational activities within the Office of Security and Passport Operations. Supervises the activities related to the planning, development, administration, technical coordination and execution of the agency's national security, continuity of operations (COOP) and devolution, communication security (COMSEC), and foreign visitor programs. Provides supervisory direction to a staff and managerial oversight for all agency classified programs, information, facilities and COMSEC equipment, including collateral spaces, Special Access Programs (SAP), Sensitive Compartmented Information (SCI), emergency preparedness plans, continuity of essential agency operations and testing, and visitor access requests. Manages and oversees the functions of the Special Security Officer (SSO), SCI Control Officer, COOP Program Manager, and HHS COMSEC Manager and provides subject matter specialized expertise that will mitigate risks, facilitate decision making, and comply with requirements. Develops, implements, and monitors the Office of the Director of National Intelligence (ODNI) sensitive compartmented information, special security policies and procedures and ensures compliance with all aspects of the classified information/national security program. Manages and oversees the FDA's Emergency Notification System. Represents office and agency on national security, continuity, and devolution security matters across committees, working groups, and task forces.
